Are brand new, never opened Samsung T429 Phones supposed to come without SIM cards?

I recently purchased a brand new, never before opened Samsung T429 cellphone on ebay from a reputable buyer who had 800 100% positive reviews. After I purchased it, I reread the contents & realized that a SIM card was not mentioned in the contents list. I have never before bought, or even heard of, a brand new Phone coming without a SIM card. Is this common? Or could this just have been an oversight on the seller’s part?

i’ve never heard of a new phone w/o a sim but if they didn’t mention that it had one then you’ll just have to get one somewhere else. try the AT&T store or Tmobile (whichever) and explain the situation. they might be nice enough to just give you one if you have a plan already.
